Launch of the Disaster and Relief Monitoring System for the Revenue Department

The Hon’ble Chief Minister of Meghalaya, Shri. Conrad K. Sangma, launched the Disaster Management and Relief Monitoring System for the Revenue and Disaster Management Department, today the 4th April 2025 at 5:30pm. The event was attended by Shri. Kyrmen Shylla, Minister for Revenue and Disaster Management, Shri. Donald Philips Wahlang IAS, Chief Secretary Meghalaya, Shri. Sanjay Goyal, IAS, Commissioner & Secretary, Smt. Matseiwdor War Nongbri IAS, Commissioner & Secretary, Kum. Mitali Chandra IAS Joint Secretary Revenue, Shri. Santhosh V T, State Informatics Officer NIC, Shri. Aiborlang Wanswett Senior Director NIC, Deputy Commissioners from all 12 Districts of Meghalaya over VC and various other distinguished officials from the Revenue and Disaster Management Department.
The Chief Minister highlighted in address, that this system would significantly improve the timely and efficient disbursement of relief to victims of natural calamities. He emphasized to the Deputy Commissioners, Block Development Officers, and other officials, who were connected through VC, that the proposals submitted through this online system only would be considered for approval and further process.
The system, developed by the National Informatics Center, Meghalaya State Center Shillong, is a workflow-based application. It streamlines the submission of preliminary reports, which are required whenever a calamity occurs, ensuring faster and more accurate reporting. Proposals submitted by block offices are pre-validated against the SDRF (State Disaster Response Fund) norms set by the Ministry of Home Affairs, and each proposal must be digitally signed. Additionally, the system is integrated with the Public Financial Management System (PFMS), ensuring Direct Benefit Transfer (DBT) payments to the beneficiaries.
The Disaster and Relief Monitoring System also includes dashboards that provide real-time monitoring of proposals, disbursal of amounts, and disaster-related data.
The Chief Minister also emphasized the need to develop a mobile app to facilitate data collection at the field level. In response, the State Informatics Officer, Meghalaya, assured the Chief Minister that the app would be developed by NIC immediately.
The Chief Minister congratulated the entire team from Revenue & Disaster Management and National Informatics Centre for their dedication and hard work in bringing this system to fruition. He also urged the team to ensure that the beneficiaries also may get direct information from the system about the status of their applications/process.
Shri. K Shylla, Minister for Revenue and Disaster Management appraised the whole team for deploying such a good system for Meghalaya and urged all stakeholders including the Deputy Commissioners to use the software to the full essence for the relief works.
Shri. Sanjay Goyal IAS briefed the gathering about the need for such a project and congratulated NIC for completing the software on time. He also uphold the message of Hon’ble Chief Minister to have the MobileApp also into place to help the field level officials for speedy reporting of the disaster related information and relief activities.
