Computerisation of Election Department

A number of applications have been developed and implemented for the State Election department. A brief discussion of the products are described below :-

 

I. Photoroll Application:The application has been designed & developed to prepare and generate the Photo Electoral Roll of the Government of Meghalaya as per the direction from the Election Commission of India (ECI). The application has been running successfully in all the Districts and Sub Divisions since October 2007. It has been designed using Oracle 10G Database, Visual Basic 6.0 and Crystal Reports 9.0

 

II. Integration Application: The application has been designed to integrate the database of the Supplementary Data that were generated for each Revision to the Mother Roll database. The application has been running successfully in all the Districts and Sub Divisions since December 2007.It has been designed using Oracle 10G Database, Visual Basic 6.0 and Crystal Reports 9.0

 

III. MERIMS: This application has been designed to replace the existing MERIMS application designed earlier by CMC Ltd. This application is used to add, update or delete records for every revision conducted by the Election department. The need for a new version of the MERIMS application arose from the fact that the underlying backend was upgraded from Oracle 9i to Oracle 10g. It has been designed using Oracle 10g Database, Visual Basic 6.0 and Crystal Reports 9.0

 

IV. Delimitation of Assembly Constituencies: As part of the delimitation of Assembly Constituencies in the state, the record of voters across the state has to be corrected/migrate to the newly delimited Constituency. An application has been developed and implemented for bulk data migration of records. It has been designed using Oracle 10G Database, Visual Basic 6.0.

 

V. Other Services


i) Online Publishing of election results of Lok Sabha, State Legislative Assembly and District Council Elections.
ii) Hosted the search engine to find the voter’s information from the internet.

 

IT Support & Services for Election Dept. during the Election:

NIC, Meghalaya is providing extensive technical support for the State Election department in conducting Election in the State for Parliamentary, Legislative Assembly and District Councils Election. The following applications have been developed and implemented throughout the state during the election process.

 

I. Randomization of Polling Personnel: A standardized randomization for Polling Personnel has been developed for allocation of polling duties to polling personnel as per the guidelines of the Election Commission of India. The same has been used throughout the State in the Assembly, District Council and Lok Sabha Elections. It has been designed using Oracle 10g Database, Visual Basic 6.0 and Crystal Reports 9.0

 

II. Randomization of EVMs: A standardized randomization for Electronic Voting Machines has been developed for allocation of EVMs meant for training and polling as per the guidelines of the Election Commission of India. The same has been used throughout the State Lok Sabha Elections. It has been designed using Oracle 10G Database, Visual Basic 6.0 and Crystal Reports 9.0.

 

A district-level election website was conceptualized, designed, developed and launched to cater to the needs of the public to get pre-poll and post-poll information on the election process. This website also helped the various cells, viz., Personnel Cell, Transport Cell, Polling Materials Cell etc. to manage the pre-poll activities in the election process. Members of the public as well as political parties were benefited as the details about the Code of Conduct, Public Announcements, Press Releases, information on how to use the EVM as well as Candidates' details, voter turnout and final results were hosted on the site. During the Counting Day a computer with LCD projector and internet facilities was set up at media centre in the Conference Hall of the State Secretariat where press and media persons (both local and national) continuously browsed the results of various constituencies till the counting of the last constituency segment is completed. Transmission of data from State Centre, District centre and also some from CIC centres were made to NIC, Hqrs. for election results which was telecast live from Doordarshan/Cable News.
