Objectives of Confonet:

To set up Information Communication Technology (ICT) infrastructure at Consumer Redressal forums all over India to provide IT solution at each level in order to provide:

  • e- Governance
  • Efficiency
  • Transparency and
  • Systematizing of working

To achieve time bound delivery of justice to the consumers

  • Software installation and making operational
  • Training for both trainers and end-users
  • Hardware Supply and Installation at Consumer Forum Sites
  • Network installation and operation

Computer networking of consumer forums is needed to provide IT solutions in order to promote e-governance, transparency, efficiency and systematizing of its working, to achieve time bound delivery of justice to the consumers. National Informatics Centre (NIC) is providing information technology support and technical solutions for the computerization and computer networking of the Consumer Disputes Redressal Forums.


The project titled ‘Computerization and Computer Networking of Consumer Forums in the country’, hereinafter referred to as “Confonet” will be executed on a turnkey basis by the National Informatics Centre (NIC), Department of Information Technology, Ministry of Communications and Information Technology, Government of India at an estimated cost of Rs. 48.64 crores for the entire country in three phases from 2004-05 to 2006-07.


The system should be ultimately owned, managed and internalized by the State Governments. At present there is one State Commission and seven District Forums in the state of Meghalaya. There is 1 server and 10 clients at the State Commission and 1 server and 3 clients at the District Forums.
